The minister, who was addressing her audience, during a lecturer on Human Rights in the Special Women Penitentiary, in Matola city, there is someone who enables and facilitates the entry of all types of illegal substances.

“It is always found alcohol, cigarettes, mobile phones and other stuffs. There is someone who allows the entry of these things and such a person is worse”, the minister said, cited in the Wednesday’s issue of the Maputo daily “Notícias.”

According to Kida, the guards must know the legal measures on how to deal with prisoners, since they are especial people “and the guards must also put into their consciousness that drug opens room for vice.”

“After acquiring the vice, the individuals want more and when they do not have it they become more. They start to steal in order to buy drugs”, the minister said, arguing that “we have to be trained to know how to deal with these issues.”

The guards, said the minister, must honour the swore taking into account that prisoners deserve respect and dignity, “they have their rights and duties, as well as constitutional guarantees.”

The minister also said it makes no sense to have pregnant women in the penitentiaries. But it happens because of the guards’ connivance.
