Mozambican Bar Association Warns Violent Protests Could Trigger State of Emergency

The Mozambican Bar Association (OAM) has expressed serious concern over escalating violence during recent nationwide protests, warning that continued unrest could pave the way for the declaration of a state of emergency to restore public order and safeguard citizens' fundamental rights.

In a statement, the OAM condemned the violent actions attributed to some protesters, describing them as criminal acts that undermine the very right to protest. The organization emphasized that such behaviors conflict with other constitutionally protected rights, potentially leading to restrictive measures on civil liberties.

“These violent actions are entirely counterproductive for the demonstrators, as they create conditions for imposing restrictive measures to maintain public order. We have always advocated that peaceful demonstrations are the only legitimate tool for citizens to voice their dissatisfaction,” the OAM stated.

The association highlighted reports of looting, vandalism, and extortion in several areas of Maputo and Matola, including Matola’s Lixeira and Texlom Cemetery. Protesters allegedly demanded payments from drivers to allow vehicles to pass unharmed, using stones and other objects for intimidation.

The OAM also criticized the widespread damage to businesses, stressing that such actions are unjustifiable even in the face of economic and social challenges. “Nothing justifies looting or violence. Respect for democratic principles and for one another is essential in building a fairer society,” the statement added.

The organization urged dialogue as an indispensable tool for conflict resolution, cautioning against the normalization of violence and hatred. It advocated for a society founded on justice and mutual respect, emphasizing that progress can only be achieved in an environment that upholds democratic principles and electoral integrity.
